The focus is on increasing agricultural productivity, safeguarding natural resources, and supporting people-centered policies for environmentally sustainable development. Over the recent years, the goal of safeguarding natural resources has become equivalent to the aim of increasing agricultural productivity. The CGIAR is particularly committed to addressing the problems of the poor in less-endowed areas (CGIAR 1995). Therefore, the central challenge at CGIAR level consists in increasing the poverty- and problem-orientation of its research.
